I was asking myself the same question as in the title. A governing body should be able to compel teams to do what's best for the betterment of the spot.
Also, if the Indian government can forbid BCCI to tour Pakistan, is that not interference by government authorities in the affairs of the cricket board, which could lead to suspension?:)

I've always wondered about the concept of government interference. India & Afghanistan have gotten away with a lot of it in recent years.
Very true! At least in case of Afghanistan, you can make allowance for them being a dictatorship but in a democracy, there's definitely no excuse:)
Ah, you don't get a pass for being a dictatorship. If anything, it should be stricter because there's no hope for internal change!
